But autonomous operations have not been achieved. Humans still make final decisions on high-stakes matters. AI is a tool for augmentation, not yet full autonomy.

Level 4 organisations have achieved comprehensive data integration and governance. They have built observability and auditability into every system. They have systematised human-in-the-loop processes so that oversight is meaningful but not a bottleneck. They have trained or hired people for new roles: prompt engineers, AI risk managers, model governance specialists, agentic operations specialists.
The competitive advantage at Level 4 is speed and cost. An application that would take a bank three days to process (with human underwriters) takes an AI agent three minutes. Compliance reporting that would take a compliance officer three days to prepare takes an AI agent three hours. The organisation that achieves Level 4 wins on speed and cost, which translate to customer satisfaction and profitability.
No large traditional financial institutions have reached Level 4 yet. Some neobanks and fintech platforms are approaching it. Level 4 will be the competitive frontier in 2027 and 2028.
The Shift in Human Roles: From Operators to Supervisors
As organisations move up the maturity ladder, human roles shift. At Level 1, humans are operators and model builders. At Level 2 and 3, humans become supervisors and optimisers. At Level 4, humans become designers and exceptional case handlers.
A fraud analyst at Level 1 reviews transactions manually, looking for patterns. At Level 2, the analyst reviews transactions flagged by a model, looking for patterns in the model's behaviour. At Level 3, the analyst designs rules and thresholds for the model, monitors its performance, and intervenes only when something goes wrong. At Level 4, the analyst designs new fraud detection agents, monitors their performance, and handles novel attacks that no agent has been trained on.
This shift is not painless. It requires retraining and reskilling. It requires changing incentives and performance measures. An analyst who was measured on transactions processed is now measured on model accuracy and on time-to-exception. But the shift creates new, higher-value roles. An analyst can add more value by designing better models than by manually reviewing transactions. A developer can add more value by building robust AI systems than by writing boilerplate code.

Data governance is systematic: sensitive data is masked, access is controlled, audit trails are maintained. Data discovery is easy: metadata tells you what every dataset contains, who owns it, and how to access it. Data is shared: the default is that data can be used by any team that has a legitimate business need and proper governance approval.

The financial services industry in 2026 is at an inflection point. The gap between Level 1 and Level 3 organisations is widening. Organisations that have not invested in AI are falling behind. Organisations that have built strong foundations are pulling ahead.
Neobanks and fintech platforms have an advantage: they were born without legacy systems. Revolut, N26, Chime, and similar institutions can build AI-first from the beginning.
